Paul, though many scholars think it written later by someone in his circle; the earliest manuscripts do not name Ephesus in the first verse.

When

Either about AD 60 from prison, or a generation later.

What it is

Less an argument than a long view: what God is doing, and what it means that Jew and Gentile are now one thing.

What to watch for

The first three chapters are all statement, the last three all instruction, and chapter 4 turns on the join between them.
